If there is a problem with any mailinglist, the correct procedure is
to contact the mailinglist owner, not to start threads on other lists.
The list owner details are at the bottom of every mail on that list

I've known and used the phrase for many more years than that and assumed it to be wartime RAF slang. The Phrase Finder hints that I might be correct and that it is an alternative to "belly up". For how long a phrase was used is no excuse to stop thinking about what words you are actually using. I could come up with a long list of nowadays very unappropriate phrases that have been used for a very long time.
