[opensuse-factory] New package: libltc

Hi all. On my way to get Ardour to factory i am pushing new dependency library: libltc. I will hopefully be able to maintain it in the multimeda:libs repository. Here is library description: Linear (or Longitudinal) Timecode (LTC) is an encoding of SMPTE timecode data as a Manchester-Biphase encoded audio signal.
