Filing a changedevel request doesn't make the devel package a branch to openSUSE:Factory. This is something you have to manually do (osc branch --force). We don't do this automatically as, I believe, some people prefer to not use a branch. However, there are changes in M17N:fonts, so you might want to first push your changes to Factory. Or save the changes, create the branch, and reapply the changes.
