Maybe it is just an old config entry? When was this machine initially installed? Nothing ever gets removed from /etc/sysconfig/*, that's one of the problems of the fillup approach (which is slowly getting deprecated nowadays). It's the same on 7 installations, 15.1, 15.2, 15.3 & TW, across 3 UEFI machines checked so far, 6 of which are originally newer than 3 years old, much newer than the last openSUSE fbset rpm.
Nothing ever gets removed from /etc/sysconfig/*, that's one of the problems of the fillup approach (which is slowly getting deprecated nowadays).

My freshly installed 15.2 does not include FBSET in /etc/sysconfig/console anymore.
