[opensuse-factory] zypper dup vs. kernel package rebuild

Prompted by https://forums.opensuse.org/showthread.php/524604-zypper-dup-removes-running... Currently "zypper up" and "zypper dup" behave differently in case of kernel packages that are pure rebuild. "zypper up" simply ignores them and does not attempt to install. "zypper dup" will install newer version removing older. This violates "do not touch my running kernel" principle. As we recommend "zypper dup" for TW day to day updates - would option to make dup behave like up w.r.t. such kernel updates make sense?
