builds appear to be blocked for iminent publishing of 15.0

BUT pgadmin3 doesn't appear to be built for 15.0 so ..... you don't appear to be trying to install from the proper repo.

pgadmin3 is a DEAD horse. it still miraculously work under TW because all deps are there. But nobody serious would like to maintain it for Leap 15 cycle.
