That is a good guess. I do have Japanese and Chinese input as well for my systems! But there are no shortcuts mapped there. I just did what you said and here's the really weird part. Ctrl+N works for New Message when the shortcut is not mapped to any action. But when I reselect the default shortcut again for New Message, it says: "The 'Ctrl+N' key combination is already used by the New Message... action. Please select a different one."
