No. And often we cannot blindly follow package.xml anyway, at least for 3rd party channels. Often, from a distribution perspective, what the package states as "required" is optional or the other way around.

I know we a nice gem2rpm helper for Ruby packages and something similar for PEAR modules would be quite nice.

I started something like this, but stopped when I noticed it wouldn't help that much.
