What does this mean to the bootstrap of factory? -base was split off to reduce build dependencies of core packages. Not sure how Recommends is handled here vs. Suggests.
To the best of my knowledge, Recommends don't affect builds. The relevant issue here is that with moving ssl module, openssl will be a build-time dependency of python3-base. Openssl is also core so this should not be a problem. regards m.
