Alexey, I don't think that voting is the way to got for such a repository. We should consider the reviewers more as a 'board of advisors'. When a new package is proposed and 'accepted' by one of the reviewers, it should go in, except if any random other one has a veto. As long as there is a veto, the package should not go in (well: as long as the veto is backed with argumentation of course.... arguments other than 'i do not use this package' of course). Well, yes, this technique can work.
