The urls in your repos are not correct or you haven't properlycopied them to your email, ie: Packman_Extra shows SE_Tumbleweed/Extra/ and should be something like: http://ftp.gwdg.de/pub/linux/misc/packman/suse/openSUSE_Tumbleweed/Extra/ You are trying to update as "root" ? Are you sure you entered "zypper lr -d"? It seems to me you missed the "-d".
You are trying to update as "root" ?
Try: zypper -vv dup
ps: whenever more than one package is updating, I do "zypper -v dup -d" to download all first before committing (just in case).
I think he is trying "zypper patch" or rather "Yast Online Update". The update repo in Tumbleweed is broken, last time I tried. I know it is not intended for use on TW except for emergency updates, but it should be in a state that doesn't produce an error, either, so that many people disable it. - -- Cheers Carlos E. R.
