You can check out revision 37 (430.34) of nvidia-gfxG05 from X11:Drivers:Video for a local build with kernel 5.2.1. Just run osc service dr before osc build. The fix to gfxG04, as well as official nvidia packages, as being built from Stefan Dirsch will arrive early next week. (gfxG05 with 430.40 and gfxG04 with 390.29 are in the pipeline, as you can see from those package specs, but no tarballs are released as of now).
