Yes, but just prior to TW being empty it contained newer versions then what 12.3 has in GM. It's Greg's stated policy to wipe out Tumbleweed completely. People have been known to disagree, but admittedly, nobody disagreed enough to create their own rolling distro overlay. What problem? Packages moving "backwards"? That happens all the time, is to be expected, and is normal. Of course that would also mean that the pace in TW would become slightly slower towards the release dates... but this compared to the frustration of rolling back and forth, should be worth it IMHO.
