I'd say it's rather easy! If no package inside the distribution uses it *and* there's nobody willing to really care for it the package gets dropped.
Having Ogre packaged helps a lot (I've used it), but, really, if no game in the distribution uses it, it only serves as a devel aid. Hence, I think its best place, until an app really depends on it, is where it is, games. ogre-tools, however, is another matter. Ogre comes with tons of tools that are very useful for content creators. Those could be packaged and put in Factory, I believe.
