The lack of VB guest modules is because Leap 15 backported some of the kernel 4.15 API changes into its version of 4.12. This caused the module builds to break. The necessary patches have been added and the updated code is in the build process. https://build.opensuse.org/package/show/Virtualization/virtualbox shows that the revised packages did build for Leap 15.
