[opensuse-factory] finalizing the roadmap

Hi, I put the current roadmap draft into the wiki - this kind of sets the milestones, but we still should discuss on the freezes. I think we now had 2 releases where we made good experience with having a month of deep freeze and I still think that we need to have the time before that (talking 6 months between now and deep freeze) split into "factory can be broken, but we try not to" and "factory should not be broken". And I would translate that back into this rule followed after a certain point (right now that's between M4 and M5): (version) updates of basic packages need to prove not to break anything. What's a basic package and how well it's proven is of course something that we will still have to look over, but I think this rule might be clearer than what we have so far. I think it's important for openSUSE to have a large time window where changes of more or less experimental nature are easy to get in - or we will dry out.
