[opensuse-factory] Pushing OpenStack Folsom to Factory

Hi, In order to get the last stable version of OpenStack (Folsom) in 12.3, we'd like to push it to Factory now-ish. Keeping the old version of OpenStack in 12.3 makes nearly no sense -- nobody will want to use it. This has some impact: - I'll file changedevel requests for several packages so that they are developed in Cloud:OpenStack:Factory instead of Cloud:OpenStack:Essex (that last project being versioned, we can't keep using it as a devel project) - there will be a few new packages: - openstack-macros: some macros to build OpenStack packages - openstack-cinder, openstack-quantum, python-cinderclient, python-heatclient: new components of OpenStack - for Factory reviewers: because we develop OpenStack packages in versioned projects, the history of the packages is not fully linear. This means that some of the changes that we did for Essex packages (old stable version) are not in Folsom packages. This is because we worked on both versions in parallel. Of course, the past history is common. I'll do the changedevel requests now. Hopefully, people are fine with the other points, and I'll submit the updated packages afterwards. The list of devel projects is defined in the existant packages and applies only to submit requests. So once you did a changedevel request and it's approved, the whitelist is automatically updated. The only reason for a manual whitelist is completely new topics coming into factory where no existant package moves first. This way for wayland or cinnemon - stuff like that, complete new stacks.
