I just did what you said and here's the really weird part.
Ctrl+N works for New Message when the shortcut is not mapped to any action. But when I reselect the default shortcut again for New Message, it says:
"The 'Ctrl+N' key combination is already used by the New Message... action. Please select a different one."
So it won't allow me to choose the default shortcut, because it says the default shortcut is already in use.

I can confirm this for this system with Leap 42.1. My shortcut cntrl+N points to Nirvana in settings, but it works as expected if the focus is on kmail4 (here I have still kmail4). So I would guess it is the famous "it's not a bug, it's a feature"? Maybe it is by default attributed in kmail by the application and goes into conflict if set separately inside plasma?

Best would be you file it for the version you encountered the problem with. It would be nice if you could just mention the bug number as one could then put a comment for leap so they know the problem is for both versions.
