XFCE might depend on gvfs, udisks does not. You can mount devices using udisk (iirc the CLI tool is called udiskctl), who is allowed to do what depends on your policykit settings (/etc/polkit-default-privs.*) Dolphin uses udisks via its solid library. On KDE, you can (un)mount partitions from Dolphin, from the Device Notifier, from Konqueror ... Policykit settings apply here as well. Well ... at some point it was decided that it should be user decision.
