I think this is a good idea, we did the same with GNOME and it dramatically reduced the amount of problems we had constantly rebasing, tweaking and tuning custom themes While obviously it's not quite as ego-inflating as having a totally custom theme, ultimately I think decisions like this have led to an improved experience for our users, both in the short and the long run.
