The strange thing is that this same net-install image installed already another VM without this problem. Installations are completely plain default settings.

So it's not just me as I always tend to think :) How did you install? Mine is 64 bit net install from CD image. Syslog daemon and kernel log daemon not installed by default? I doubt that. I'm not sure about klogd here, but syslogd was missing for sure. And I didn't realize that because the error said "syslog" is not installed. It was but it was the daemon missing.
