I am a bit puzzled, because I have not experienced this issue in Tumbleweed so far. Moreover, using the firewalld package (together with firewall-config) from TW in Leap 15 works as expected. The bug is in a bugported patch that only exists in Leap 15.0 and it was fixed but another patch on top of it.
