After the last Tumbleweed update of today (New Zealand July 30) my YAST itself does open,
but none of the sub-programs does any more. The startup indicator appears, but then

Running an installation with an RPM does not function either any more, neither one-click
from the internet nor starting it by clicking on the downloaded file. It seems that YAST
is completely broken.
There should be more information in /var/log/YaST2/y2log (near the end
of the file).
Ideally report a bug and attach the whole /var/log/YaST2/ directory
(compressed), or at least /var/log/YaST2/y2log for the first check.
