I almost wanted to ask: why don't you do it yourself? ;) Consider everyone has to do what is proposed there... and/or the FSF moves 2 or 3 times a year...

Just a blunt idea: the license could be taken from the respective RPM tag in the spec file and the file copied into the package.

Or why not make a package named "licenses" or similar and create a link? This would save a lot of space, packaging time, etc.

Well, you can't go around chaging people's licenses at will. Let alone automatically. There's usually a clause that demands the license be copied verbatim.
