No, afaik it is intentionally, thus need not to be fixed: Those files become accesable after they are released by SuSE. For bandwith-reasons they _might_ be available early for the major mirror sites, but even there they are either not visible or have access protection. After the release-descicion they just change the permissions, et voila!
