There are not "users and developers". There are only users, and those users can contribute more or less to the code and packaging of the distribution. If a user wants to contribute a "rescue system and a repair module" nobody here is going to stop him. Perhaps once that user actually tries to do it he will find there is something stopping him, something we didn't think about. In such a case he can write an email here explaining the problem and we will try to improve the process. You need to give either the name of somebody that wants to do the work or a description of the problem stopping him. If there is no problem and no "rescue system and a repair module" then probably there is neither anybody interested in doing the work right now. There is only a special situation: users without the knowledge to do the work. I would argue that in general the interest for most of the features is equally represented between people with and without the knowledge to implement them. But it is certainly possible that for some reason the interest for a specific feature is miss-represented between people with the knowledge to implement it. In such a case awareness of that interest could make somebody with the knowledge decide to implement it. But the way to make people aware of such an interest would be a lot of votes in openfate or bugzilla.
