I have seen this. Look for and existing instance of oosplash and kill it. There are two tasks needed in order to upgrade from any release to Tumbleweed:

If you then call zypper dup all available packages from there might get pulled in if they are "newer" == have a version and release > than the installed one. Well, not quite. (about the cat skinning) "dup" also does downgrades, which are rare, but can still occur, and are more likely than the openSUSE vendor name change (which is not likely to occur anytime soon). Therefore, dup is a must-have if you want to go forward in the face of numbers going backward.
