I believe the main source of the confusion is the wording here. "Trimming changelog to only changes relevant to given release as there seems to be nobody (no UserStory provided) interested in older records and leave policy as it is." sounds like the option I would go for except for the very last part of that sentence which says that the policy stays as is which sounds contradictory because my understanding is that the current policy prefers contiguous changelogs. But maybe the policy refers to something else e.g. that amending existing changelog entries is not allowed.
