That is a good guess. I do have Japanese and Chinese input as well for my systems! But there are no shortcuts mapped there.
I just did what you said and here's the really weird part.
Ctrl+N works for New Message when the shortcut is not mapped to any action. But when I reselect the default shortcut again for New Message, it says:
"The 'Ctrl+N' key combination is already used by the New Message... action. Please select a different one."

I can confirm this for this system with Leap 42.1. My shortcut cntrl+N points to Nirvana in settings, but it works as expected if the focus is on kmail4 (here I have still kmail4). So I would guess it is the famous "it's not a bug, it's a feature"? Maybe it is by default attributed in kmail by the application and goes into conflict if set separately inside plasma? --- Alle Postfächer an einem Ort. Ergs, just tested that. Hint: kmail4 does not unstall its shortcuts cleanly during uninstall. esp. if $USER has personalised any shortcut. Solution for me was to clean out the shortcuts left from KDE4 with the kde4-systemsettings, then uninstall kmail4, install kmail5, and check again the shortcut settings in kde4-systemsettings and plasma5 settings, then start kmail5. Then it worked as long kmail5 had the focus. NOT nice, needs improvement. - Yamaban.

And is Nirvana a KDE4/Qt4 application ?? If yes, then it would be logical that this might work between two KDE4 applications ? But Kmail5 is a Plasma5/ Frameworks based application, which means that both KDE4 and Plasma5 are fighting over the same shortcut, which would end up in the conflict.
