Just a note for the developers who put together, for example, the installation group of files and those who do KDE files which contain references to cities of the world for setting time zones and similar. The capital of Australia is CANBERRA, repeat Canberra, and not, say, Sydney or Melbourne (on the East coast). I have yet to see Canberra shown anywhere in the list of cities re time zones, or - when installing oS - the one of the cities one sees listed is Sydney when selecting the time zone. OK, Sydney is a city in the state of New South Wales but it is NOT the Capital of Australia. Thank you for listening. Cannot see anywhere where they are involved in prescribing Sydney or Brisbane or Melbourne to used to determine the Time Zone for the East Coast of Australia. As the IETF appears to be a loose cluster of individuals with no real standing apart from being assumed to be some sort of a de-facto authority for setting "standards" then they can be told that Canberra is the capital of Australia and should be treated as the sole reference point for setting the Time Zone for the East Coast of Australia. Period. And as I live in Canberra then this only makes my case even stronger. As you state, it is the capital of Australia, not of a time zone. Using such a concept would introduce a need to have two rules for naming time zones, as a capital can be only in one time zone. There is no need to let time zones names follow political definitions.
From a purely utilitarian standpoint taking the largest city allows more people to know what time zone is referred to without looking it up. Canberra is a nice city, but many people would have to look up which time zone it is in.

Well for almost half the year Brisbane has a different time to Sydney, Melbourne and Canberra because Brisbane doesn't follow daylight savings. And some years Melbourne and Sydney don't swap to daylight savings at the same time, As for Canberra i think they just follow whatever NSW decides. As for me i live near enough to Adelaide which gets its own mention as it has its own timezone, maybe you should convince the Canberra government to do the same :-P
As the IETF appears to be a loose cluster of individuals with no real standing apart from being assumed to be some sort of a de-facto authority for setting "standards" then they can be told that Canberra is the capital of Australia and should be treated as the sole reference point for setting the Time Zone for the East Coast of Australia. Period.
And as I live in Canberra then this only makes my case even stronger.
