The second 'not' should be a 'nor'. So if you are using GRUB2 both sdbootutil and dracut-pcr-signature should not be installed.
It should be "nor" instead of "not" in the second place. Therefore, sdbootutil and dracut-pcr-signature should not be installed if you are running GRUB2.
