If you were to make it automatic, then everything in /usr/bin would generate a fileprovides with /bin, which is at least 2160 items for me. That's 1400% more than what is actually needed and such a disproportionate amount calls for the 130-or-so items in my /bin to be just static, especially since we can probably drop some: Though /bin/bash is seen quite often in #! lines, and /bin/chgrp sometimes here or there, I really really doubt anyone has recently used /bin/psfaddtable. Fewer provides, less pressure on the zypp stack.
