It is OK, IMO, to download packages automatically, but not to install them.
Yes, for sure, that's best practice, IMHO. And an email with a list of those packages where updates are available. I also check with a daily cron job if the list of "not-updated" packages is OK, or if I need to check a package for its reason why it's not updated.
