Yes, because I think that with a non-trivial amount of actively maintained packages, it's not doable to do proper reviews anyway during the alpha phase. I think it's more efficient to let the maintainers do what they want, at some point (first beta or so) replace links with copies, delete built rpms, review what's in the repository and force further changes to do through submit requests.
