Care to open a bugzilla entry? This must be a kernel config change (wrt CONFIG_SECURITY_DMESG_RESTRIC) that was incorrectly inherited from SLE kernel.
I observed this on tumbleweed already for some weeks. I chose to put kernel.dmesg_restrict = 0 into sysctl.conf as workaround as I thought it was a deliberate choice to restrict access.
