Yes, of course. But we are talking about preparation during a beta/RC phase, not about post-release changes. It would be very possible to start working out the build issues for RC1 regardless of whether the ABI changes in RC2 or 3. The package prepared for RC1 should still build, so when the gold master becomes available, you just need to trigger a rebuild, and things should work out. In the present case I believe the biggest problem was that files had been moved around, and those issues could have been solved when RC1 was released. Obviously if the ABI changes after the final release, it becomes more of a problem.
