That's not viable. What about the unknown (at this time) programs? There are closed source programs, too. Or old software. Users would have to back the oS version.
Any big change done to Linux will break things beyond your/our control. Please don't.

Err ... we can't fix the unknown - true. That's why we should not break it for no reason. A user who is actively using his /tmp since 15 years without probs is BTW something what we should care about.
