A few questions, what repos do you have that you are pulling from?

I had a similar looking conflict with a system that was at 11.3 / Tumbleweed status that I failed to upgrade properly. Did the box in question by chance start with 11.3 / Tumbleweed, then not get upgraded to pure vanilla 11.4 before enabling post 11.4 Tumbleweed? Ie. When 11.4 came out, you should have disabled the Tumbleweed repo and performed a zypper dup to full vanilla 11.4 status. Then re-enabled the Tumbleweed repo once it had some post 11.4 updates. If you didn't do this, my guess is you have some pre-11.4 .packages still installed. And zypper wants to upgrade them to full 11.4 by changing repos to the 11.4 ones. Not a big deal.
