Did you try to refresh only that repo? In YaST > Software Repositories, when that repo is selected, you can use Refresh button and option Refresh Selected. That way you can try to refresh multiple times and see where and when it stops. Here it delayed one time, but it finished fine every time. With 'zypper ref -r repo-debug-update' it will complain if repo is disabled, which is the case on my computer.
