It is terribly time consuming, yes.
And factory, aka Tumbleweed, is not translated. We only translate the stable versions.

The REAL trouble in this case is upstream (KDE.org).
For a "Full Release" (e.g. OSS 13.1, 13.2, SLE 12) the distributor (here: openSUSE / SUSE) takes up the slack, and does all the missing translations.
So openSUSE does the translations for KDE (and others)? You shouldn't do that. IMO it's their responsibility. If you do their job it only removes the pressure off them to find smarter ways to do the translations or polish their processes. Or better cooperate with their "customers".
But! And that is the BIG BUT! This effort is often either ignored by upstream if submitted, or not pushed upstream at all.
Even worse. In that case a hint from openSUSE that there are alternatives for openSUSE's "standard-desktop" would be OK. A healing shock could be just what they need.
For a "Factory" (or "Rawhide", or similar) this is a clear case of a very mixed bag from upstream. On one hand, there is the cry for the lasted version, may they be ready or not, on the otherhand there is a angry mob ready to cry foul on any unpolished detail.
Just to get this right: I wasn't talking about "the latest" but a DTE that was launched - I think - about a year ago. Time enough to fully translate the start-menu of what wants to be a major DTE. And I wasn't complaining, just asking a question out of interest.
For now the best way to help with translation is to work direct with upstream, so any translation done there will come down to us all with the next release.
