TBH I didn't follow the "move RPM DB to /usr/lib" discussion for long, but I read your statement as THE argument against the move, isn't it?
May be the correct term would be "frozen" - of course, at some point /usr/ was writable, otherwise it would not exist at all. At some point in time, you freeze the installation, at this time both the contents of the rpmdb *and* the filesystem contents become immutable.
