In the past weeks I found many pkgs which remain in state "broken" because they got silently dropped from Factory but the _link in their devel prj, which points to Factory, was not removed at the same time.
It's up to the maintainer of that project (it's broken in all projects that link there not just the devel prj) what to do. Often the package is just unlinked and left as is (still compiling for old distributions). BTW: the packages aren't silently dropped, they are removed by means of delete requests, that the maintainers get an OBS notification unless unregistering to that notification.
