after.local is ambigous in this context, you have to write a systemd unit and tell after WHAT you want the particular program to be executed.
Name it different? Thing is, for a sysadmin, a script that runs at some well defined point in the boot process is invaluable. Already different distros name it differently, so I wouldn't care for a rename.
