We should fix those "known" programs to use /var/tmp instead of /tmp anyway.
That's not viable. What about the unknown (at this time) programs? There are closed source programs, too. Or old software. Users would have to back the oS version.
Any big change done to Linux will break things beyond your/our control. Please don't.
