Shim is an exceptional package in many ways anyway - it's also one of the packages that's allowed to fail (depending on change it needs a new signature) requiring gccNN is, imho, wrong. No package should do it unless there is a clear reason to do so. EVerthyhing else should use the system compiler, which can change in version - but that's intentional.
