I don't have that much experience in Bluetooth on Linux, so my input may be way off. However, I have experienced the same behavior with a Logitech MX Anywhere 2 mouse and Windows 7. There the reason was the fact that Win7 does not support Bluetooth Smart / LE / v4.0.
So the question to the more Bluetooth knowledgeable on this list: which version of Bluetooth is actually supported in TW in general and on Paul's machine in particular? And could it possibly also be that the laptop just does not support BT v4.0?
