Of course they don't. But it is an easy way for a Windows user to get a feeling without installing anything at all, or to try several distros and choose one.
Even seasoned users use the lives to test if the new version runs on their machine, because they got a version that doesn't.
The live images are very useful for people testing if openSUSE can run on a laptop they are interested in purchasing.

We talk about installing them, not about testing. Basically you can test openSUSE with live media, but you will need to download e.g. the NET iso to install them. If we can combine the NET iso with the Live parts is another open question that might be worth investigating, but I would be concerned about stricter size constraints then.
