That's just a dummy SLE Changelog entry, as SP4 (and thus Leap 15.4) get some major overhaul in package versions (like full GNOME stack update, X update, Mesa).
As the maintainer managed to sync up everything to 'just yuse the Mesa package from Tumbleweed again', the request fulfillment number needed to be part of the changelog.
