It was not restricted. The change was announced. The code is out there.
Of course these engineering decisions are not mine and you are free to do whatever you want to, but so i am free to rant about it :-)
So GNOME should handle the development for XFCE? I think your expectations of what people should do are crazy. Be happy that we had something under GNOME that could be used by others. However, instead of appreciating for the time it could be used, you're ranting about it. Rant towards the people who should pick up the development. Until that time, no, you're not welcome to rant about this. Your expectations are unrealistic and not how things are done in free software. I find it terribly rude the way that you're blaming GNOME for what is the responsibility of *others*. You would be able to complain if this was a sudden change of direction. However, we widely announced it.
