A database will be much more restricted to a single place that you then must contact.
And it's pretty much a tree structure anyway, so XML is a quite natural choice.
Having a (online) database would be perhaps not as easy to use in other programs or scripts. I am no idea, so make a database, put it online and prove me wrong. ;-)
I don't think a database would be very convenient.
